  1. About the MB Grant

The Management Board Approved Grant (MB Grant) is the larger funding window of Bhutan Trust Fund for Environmental Conservation (BTFEC). The purpose of the grant is to promote socio-economic welfare of Bhutanese citizen through conservation of flora, fauna, diverse eco-systems and bio-diversity; and addressing the adverse effects of development on Bhutan’s natural environment.

The MB Grant should not exceed Ngultrum 15 million and the maximum grant period is three years.  The grant proposal call is on annual basis. The last date for submission of proposal to BTFEC Secretariat is 30 June of every year. The proposal should be formulated as per the approved thematic requirements of BTFEC.

Program Thematic Areas/RFP-2020-2021

  1. Eligibility & Requirements:

Government agency, local government, civil society organization, institution, community and individual that are Bhutanese are eligible for the grant.

Proposal from any government agency or government related agency must route through Gross National Happiness Commission.

Proposal from CSOs, communities and individual can submit directly to BTFEC Secretariat.
Proposal from individual working in any agency (public or private) should have No Objection Letter (NOL) from their agency

Proposal must be submitted in the prescribed template fulfilling all the requirements in it. All safeguard requirements must be fulfilled.

  1. For approved project

All approved projects should perform the following:

  • Project target setting

Based on the approved project, grantee should prepare a semi-annual target in the prescribed template and submit to BTFEC

  • Budget code

Grantee should obtain Budget code in a form of object code (for government agencies) and expenditure head (for non-governmental agencies) as in the prescribed template.

On a semi-annual basis, grantee should submit semi-annual work plan and budget requisition in the prescribed template and submit to BTFEC.

On a semi-annual basis, grantee should submit semi-annual procurement plan in the prescribed template and submit to BTFEC.

  • Project risk mitigation measures

Based on Environment and Social Safeguard checklist, the grantee in consultation with BTFEC will identify potential project risks and suggest risk management measures.

  1. For reporting

On a semi-annual basis, grantee should submit semi-annual technical, financial and procurement reports in the prescribed template and submit to BTFEC within 7 days after the completion of the semi-annual period.

  1. To close the project

Upon the completion of the project, grantee should submit an Implementation Completion Report (ICR) in the prescribed template and submit to BTFEC within 45 days of the end date of the project completion  period.
